This is the runtime library needed for Cheat, and it should be extracted to the same folder as cheat.

Please unzip the contents of “Release” and place the loader in the same folder.

Currently to use the radar you need to download the map file and create a folder called maps on the 2nd pc's C drive and put the pictures right in there.
